HistoryThe opening of the Urban Bible Training Center (UBTC) in 1995 was a great testimony to the vision of the Assemblies of God leadership at the national level and in the Milwaukee community. UBTC paved the way for the Urban Ministry Center at 2324 West State Street. The Urban Ministry Center housed the UBTC, provided evangelistic and compassionate outreach in the neighborhood, and provided affordable office space to other central city ministries. This, intern, became the catalyst for the development of the not-for-profit urban ministry center now known as City on a Hill. On May 16, 2002 the charter for City College Milwaukee was approved as a ministry of City on a Hill. The first class of City College began September 18, 2002. In 2005, the Executive Presbytery of the General Council of the Assemblies of God extended its official recognition of City College Milwaukee as a church-based Bible institute in the Wisconsin-Northern Michigan District.

Heritage of reconciliationThe heritage of City College is rooted in the Azuza street revival that took place at the turn of the twentieth century in Los Angeles. At it's inception, the revival generated a multi-cultural, multi-racial and gender inclusive community of Spirit-empowered Christians. These believers were committed to evangelism, peace-making and reconciliation. This movement created a strong commitment to cultural diversity, racial reconciliation and gender equality, values that are reflected at City College Milwaukee today.
